I commute on a Vision Recumbent. It originally came with 26×1 inch rear wheel and 20×1 inch front wheel 100 PSI tires. It has full front and rear suspension.
When I bought this used bike, the tires were old and cracked but I ignored them and continued to ride the bike. About 400 miles later, the rear tire blew out. I went to a local Performance Bike shop and was only able to find 26×1-1/4 tires. Well I bough it for $12 anyway and a tube to match the tire size. Another 350 miles and I am happy with the larger tire. It is rated at 85 but I run it at 100 PSI and am happy with the low rolling resistance so much so, I bought another for a spare.
Now worried about the front wheel that was in better condition. I started to search but can not find any tires in my local store that was smaller than 20×1.75. On line stores such as Harris Cyclery has 20×1-1/8 for $38 and there will be shipping charge.
Does anyone know where I can find more reasonably priced high pressure 20×1 or 20×1-1/8 or even 20×1-1/4 inch tires that is rated for at least 85 PSI for about $20 or $25?

Here are some recumbent 20 inch tires in your price range. The Panaracer is a 1 inch tire rated at 115 psi for $19.95

I would suggest looking at biketiresdirect, too. However, the Panaracer recommended by Bob A is 24″, not 20″.

Your budget will reduce your choices. Stretching it a few more dollars may get you something that offers better performance, durability and reliability.
I wouldn’t commute, nor would I advise anyone to commute, on $12 performance tires. But considering the condition of the previous set, that is a step in the right direction.
